Microsoft Office 2010 Starter does not natively support restoring the classic 2003 menu and toolbar system. Microsoft completely replaced the older toolbar interface with the Ribbon UI starting in Office 2007, and they did not include a backward-compatibility toggle switch.

Unlike the full retail editions of Office 2010 (such as Home and Student or Professional), the Starter edition has specific rules:
No Add-in Support: Office 2010 Starter completely blocks the execution of COM add-ins, macros, and external plugins.
No Customization Menus: The built-in Ribbon customization options found in standard Office 2010 applications are stripped out or disabled.
Click-to-Run Virtualization: It runs inside a restricted virtual environment (often a protected Q: drive) which locks down direct registry and file system modifications. Third-Party “Classic Menu” Tools Do Not Work
If you see software online marketed as “Classic Menu for Office 2010” or “UBitMenu”, these tools work by installing an add-in template into the software. Because Office Starter completely blocks add-ins, these utilities will not load or function in Word Starter or Excel Starter.
