JPdfBookmarks is a free, open-source utility software explicitly designed to create, modify, and manage outline hierarchies (bookmarks) in existing PDF files. It serves as a highly lightweight, specialized alternative to paying for full PDF editing suites like Adobe Acrobat.

If a PDF is later modified or rebuilt by an external program—which often destroys original metadata structures—you can effortlessly “load” the text file to inject the exact bookmarks back into the document.
